The Swedish Knowledge & Research Centre (SKRC) hereby confirms its adherence to the requirements for non-economic activities stipulated by the Swedish Environmental Protection Agency, the Swedish Research Council, and other public funders for organizations applying to be approved as fund administrators. This declaration fully aligns with our SKRC Business Model – 2025 Edition, which outlines our dual-track strategy and robust compliance system.

1. Legal Status and Organizational Structure

  • SKRC is formally registered as a Swedish economic association with organization number 769642-4626. As a legal entity under Swedish law (Lag (2018:672) om ekonomiska föreningar), we are duly constituted to act as a fund administrator.
  • Our primary mission is to facilitate and support non-economic research collaborations between Sweden and emerging regions. We focus on independent knowledge creation, open knowledge exchange, and capacity building. This explicitly includes activities such as joint application development, project design, and the broad dissemination of research results, in accordance with the definition of non-economic activities under the EU’s State Aid Framework for Research, Development, and Innovation.

2. Strict Separation of Activities

  • In line with EU State Aid rules and the requirements of Swedish funders, SKRC maintains a meticulous and clear separation between its non-economic activities (research and education initiatives for public benefit) and any economic activities (e.g., market-priced services).
  • Dedicated and entirely separate accounting systems are established and diligently maintained to ensure distinct financial reporting for each line of activity. This prevents any form of cross-subsidization.
  • Crucially, funds received from the Swedish Environmental Protection Agency, the Swedish Research Council, or other public research grants are exclusively allocated to and used for SKRC’s non-economic research and education activities for public benefit. These funds will not be used to support any of the organization’s economic activities.

3. Robust Compliance and Oversight

  • SKRC operates under robust internal policies and procedures specifically designed to ensure full compliance with all relevant Swedish and EU regulations regarding public funding and state aid. These policies actively prevent any form of cross-subsidization between our economic and non-economic activities.
  • We commit to conducting regular external financial audits, which will include specific verification of the proper allocation and use of funds, as well as the strict separation of our financial reporting for non-economic and economic activities. Internal controls are in place to continuously monitor adherence to these principles.
  • Our commitment extends to ensuring that all research results are openly accessible to other researchers, relevant authorities (including the Swedish Environmental Protection Agency and the Swedish Agency for Marine and Water Management), businesses, and the general public, supported by a comprehensive data management plan that will be maintained for all grant-funded projects.

By upholding these strict procedures and transparent governance, SKRC ensures full compliance with the non-economic activity requirements for fund administrators, providing a reliable and accountable framework for the administration of public research funds.
